About Us

BSNL, as part of the Atma Nirbhar Bharat initiatives, is extending an opportunity to Indian OEMs for field testing of indigenously developed Telecom Products and solutions on its network, fostering Research and Development (R&D) in indigenous high-technology telecom solutions. The Proof of Concept (PoC) serves as a dedicated platform for Original Equipment Manufacturers (OEMs) who have designed and developed their products or solutions domestically. It enables these OEMs to conduct comprehensive field trials to validate the performance and viability of their technology. Telecom products entering the BSNL network are mandated to establish technical proven-ness. For more details, please refer guidelines

Presently, BSNL is actively conducting PoCs for diverse network elements from various OEMs. The organization is also empaneling partners to offer end-to-end telecom solutions to its Enterprise Business segment customers. Furthermore, BSNL has instituted an open policy for the registration and empanelment of Captive Non-Public Network (CNPN) to facilitate the rollout of business cases, especially under 5G technology.

Objective

  • Create a framework for Indian Start-ups & MSMEs to test and develop innovative telecom products in a plug & play Network Sandbox.
  • Test Indian products for interworking and scalability, ensuring the security and integrity of BSNL's network infrastructure.
  • Enact an enabling policy initiative to fulfill the government’s vision of promoting indigenous technology and achieving self-reliance, establishing the Network Sandbox as a long-term, sustainable measure. However, the opportunities provided should not be perceived as a commercial commitment or purchase assurance from BSNL.

Successful PoC tested products will be eligible for educational order under BSNL Educational order Policy

PoC Fee Structure

  • Application and registration Fee - Rs. 10,000/- (plus 18% GST), i.e. Rs. 11,800 /-. This Fee will be non-refundable.
  • PoC Security Deposit (Refundable) - Rs. 5 Lakh. (Rs. 50,000 for Startups / MSMEs / Academia / Govt Research Institutions).

The applicant entity interested in conducting a PoC on under this policy must meet the following eligibility criteria:

  • Startups/MSME/Domestic Companies
  • Academia
  • R&D Institutes
  • CoEs

Technology Areas

Fixed network

Fixed Network elements including Transport Network, Access and aggregation Network, Core Network consisting of Routers, Switches, Access Points, PON Network, SDWAN etc.

Wireless network

Wireless Network elements including 4G/5G- Core & Radio access Network and various latest developments of 5G use cases.

Any other equipment

solutions to be used across multiple segments like Free Space Optics (FSO), Satellite Communication Technology, un-licensed band radios, Point to Point, Point to Multipoint, Digital Microwave links etc
